The common method, that all strong-correlation terms of the model are eliminated, can bring the loss in the engineering application, so the new method is proposed that the identified model reserves some correlation. The augmented matrix A is constructed by the outputΔW and the matrix S. The"determinating order based on ratio of determinant"is brought out to screen the strong-correlation terms in the structure identification. The latent root estimation is improved in screening the eigenvalues and eigenvectors. Thus the estimation precision is improved greatly.The consistence check of guidance instrument error coefficients of flight test and ground test is the purpose of flight experiment. The causes of inconsistency of the two models are analyzed. The hypothesis test of linear regression model based on F statistics is proposed to check the consistence.Finally, the instability of error coefficients is probably caused by the change of the flight environments, therefore, the relation between the error coefficients and flight environment is analyzed. The approach is presented to identify SINS guidance instrument error models and compensate the error in the segmented sections corresponding to the change of vertical acceleration of aircraft.

在结构辨识中，常用的方法由于将模型中的强相关项全部剔除而给工程应用带来损失，因此，本文提出了新的有益思想，即在保留一定相关性的基础上进行辨识：将输出向量ΔW与环境函数矩阵S构成增广矩阵A，然后采用"比定阶行列式"来剔除相关向量的方法，这样既可以尽可能多地保留了对落点影响大的强相关参数，又可以对落点影响小的强相关参数给予剔除；在参数估计中，改进了特征根估计中特征根和特征向量的筛选方法，提出"近零"准则，从而大大提高了参数估计的精度；再者，鉴于天地模型"一致性"检验是飞行试验和SINS制导工具误差系数分离的主要目的，因此，本文又深入分析了造成天地模型不一致的原因，提出了采用基于F统计的线性回归模型假设检验方法来进行捷联制导工具误差模型的天地"一致性"检验；最后，鉴于飞行环境剧烈变化可能会对惯性仪表误差系数稳定性带来一定的影响，因此本文深入地分析了SINS制导工具误差系数与外界环境的关系，提出了基于过载变化大小的分段辨识和分段实时补偿的算法。

F. slag has been studied by using high temp. oven simulation cohesive zone and dropping zone of blast furnace.

With the IAP Prediction System of Short-term Climate Anomaly, two sets of seasonal and extra-seasonal ensemble hindcasts have been performed during the period of 1980～1994 in order to assess the prediction skill of the IAP PSSCA with two different schemes The difference of the two schemes is in the different version of AGCM used, with the IAP AGCM 1 1 in one scheme and the IAP AGCM 1 2 with an improved surface albedo parameterization in the other Comparisons of the hindcast results with the observations show that IAP PSSCA is capable of predicting the precipitation anomaly to some extent In the eastern China largely affected by Asian monsoon and SST anomalies, the prediction skill is relatively high, especially in the Southeastern China where the anomaly correlation coefficient can reach as high as 0 50 in the severe flood and drought years This may suggest that the possible mechanisms for these severe disasters have been well captured by the IAP PSSCA The prediction skill is higher for the modified model AGCM 1 2 as the model's climatological state is well simulated This indicates that models with reasonable land process will improve the prediction skill for short-term climate prediction

利用中国科学院大气物理研究所研制的短期气候距平数值预测系统，种版本的大气环流模式：AGCM 1.1和AGCM 1.2，分别以2月11～19日的9天大气观测值为初始场，以给定海温为边界场，对1980～1994年的15年的降水异常进行了两组集合后报试验。对试验结果进行定量评估表明：IAP PSSCA对降水异常具有一定的预测能力，特别是在中国东部受东亚季风及海温异常影响的地区，IAP PSSCA具有较高的预报技巧，其中以东南区域(包括江淮流域和华南地区)最高，尤其是对有洪涝灾害的降水异常年，距平相关系数在0.50左右，接近可供业务使用的要求，说明模式能够抓住在东亚季风区存在的某种物理机制，从而提高了这一地区的预报技巧；另外，两个大气环流模式相比，改进了地表反照率的AGCM 1.2的15年集合平均预测技巧略高于AGCM 1.1，特别是在华北地区，预测效果有明显提高，这表明改进地表反照率从而改进了模式的气候平均态的模拟，能提高气候模式的预测能力，说明较好的陆面过程引入模式对短期气候预测是有益的。

Ernest August Gutt has been engaged in this domain and made great achievements.A systematic research on Gutt"s translation theory clarifies some misunderstandings concerning this theory, disclosing its true nature and exploring its explanatory power to translation practice. Furthermore this thesis probes into the application of Gutt"s theory to literary translation, pointing out that Gutt fails to realize the important role that non-formal aesthetic markers, such as tone and feeling, play in transferring aesthetic values in literary translation, though he lays much emphasis on the transference of formal aesthetic markers. Attempts have been made to amend Gutt"s theory in respect of transferring aesthetic values of literary work by means of "non-formal aesthetic markers, with the aim of making it more suitable for literary translation between Chinese and English.

本文简述了关联理论的基本内容，对恩斯特·奥古斯特·格特根据关联理论建立的关联翻译理论作了较为全面、系统的研究；梳理、分析了译界对它的研究情况和接受情况，澄清了译界对关联翻译理论的种种错误认识；探讨了该理论对翻译现象的强大解释力；最后对格特理论在汉英文学翻译实践中的局限性进行了有益探索，指出了格特理论在文学作品的美学价值的再现上存在不足：格特忽视了美的非形式特征在文学作品的美学价值的再现上所起的重要作用；并结合自己的翻泽研究和实践，从美的形式特征和非形式特征两个方面，用具体译例阐释了文学翻译如何再现原作美学价值的问题，力求使该理论更适合于汉英文学翻译。

There are many serious misleading in how to apply the principle of "fraud exception", whereas, it is necessary to make a legal research on the principle of "fraud exception" in light of former researches. The article consists of two parts. In the first part, the author put emphasis on the principle of abstract independence, the definition, the establishment and development of the principle of fraud exception, the analysis of the fraud, the theory, the prerequisite and the procedure of apply the principle of "fraud exception" in order to establish the general principle and necessary procedure. In the second part, the author analysis the existing backward conditions oflegislation and judicial practice in China, and courts" attitude to the judicial remedy for the principle of " fraud exception", further, the author puts forward some suggestions on how to make the legislation on the principle of "fraud exception" perfect, and how to apply the procedure of judicial remedy for the principle of "fraud exception". Lastly, the author hopes that these suggestions could benefit to the judicial practice and the future legislation on the principle of "fraud exception.

我国在加入世界贸易组织后，按照国际惯例和国际公约处理国际贸易中的纠纷己成为一种必然趋势，鉴于我国法院对如何准确适用信用证欺诈例外原则存在着严重误区，使得在先前学者研究的基础上再一次研究欺诈例外原则很有必要，本文分两个部分，第一部分对信用证独立抽象原则、信用证欺诈例外原则的定义、确立与发展、对例外原则下欺诈的分析、理论基础、适用条件以及程序等六方面展开论述，从而确立信用证欺诈例外原则的一般原则和必要的程序：第二部分主要分析我国司法实践中信用证欺诈例外原则司法救济的立法以及司法现状，及法院对欺诈例外原则的态度，从而对如何完善我国法院欺诈例外原则的法律依据以及如何正确适用欺诈例外原则的司法救济程序提出一些构思，希望为欺诈例外原则在我国的司法实践以及为以后的相应立法提供有益的参考。

The author illustrates the economic function of public sections, and analyses the cause of public disbursement, and also constructs the optimal scale of public disbursement. The author also summarizes the reform experiences of foreign countries. Then the author presents the managerial system of the budget in our country, which we can know the necessity of this treasury reform. After this, the author illustrates the correlative contents of TSA, such as standard process and the occasion of this reform. The author puts forward four capital modes, which accords with our instance. They are basic pattern of central government to senior budget units, basic pattern of central government to skeleton budget, basic pattern of financial direct disbursement and basic pattern of financial accredit disbursement. The author also advises a new effect modes can be put into practice after treasury banks come into existence. In this article, we can pick up the appraisals and advices of this reform. At last, the author puts theory into practice, brings forward that we can remain the capital using rights in colleges, but we should constitute capital managerial committee to masterfinancial capital, and carry out a new mode at colleges, which is like TSA.

本文作者从公共部门的经济职能入手，分析了公共支出规模扩张的原因以及公共支出最优规模的确定；然后又从已实行国库集中支付制国家的具体操作过程中，得出一些对我国国库改革有益的经验；文章介绍了我国预算管理体制改革的历程，从中可以看出实施国库集中支付制度的必要性，接着阐明了该项制度在我国的现行基本操作程序、我国推行国库集中支付制度的时机分析等一系列与该制度相关的内容；作者根据我国国情和资金的使用性质分别提出了中央对一级预算单位、二级预算单位以及财政直接支付、财政授权支付的四种资金拨付方式，文中还建议在成立国库银行后，实行在全国范围内更有效的单一资金拨付模式；文章接着分析了该制度的实施效果评价，并对国库集中支付制度的实施提出了政策建议；笔者最后将理论用于具体的实际中，针对现在高校一方面存在资金管理问题，另一方面又对在高校内实施国库集中支付制度持消极态度，提出将资金的使用拨付权留在高校，但需要成立资金管理委员会，在高校内部实行类似于全国范围内的国库集中支付制度的模式。
