The high degree of competitive and cooperative atmosphere inside the industry cluster makes the enterprises devide the production process much more professionally and subtly, which make it possible that less cost and more frequency of technical innovation can be attained. Owning to the distinct industrial , regional and network characteristics of the industry cluster, the industry international competitiveness can be greatly improved along with the implementation of industrial cluster strategy for those industries which have the characteristics of long production chain and obvious circumbendibus production mode.

产业集群区域内部高度的竞合氛围，使分工更专业、更精细，使成本降得更低、技术创新节奏更快；由于产业集群具有明显的产业特性、地域特性与网络特性，对于那些产业链比较长或迂回生产方式比较突出的产业，利用集群化发展可以迅速提升该产业的区域、国内或国际的竞争优势。

To evaluate the development levels of the software industrial clusters and to allow a better play of the cluster effect of the software sector, an index system is established and the weigh of each index identified. It pointed out that having characteristics such as high innovation and high risk, decides that the development of new high-tech industry needs the interference of government. Then, it analyzed the relevant theory of government economic functions and the particularity of the study during the development of new high-tech industry, pointed out the new high-tech industry even needs moderate interferes and supports of government.
