The relationship between the two kinds of structure is the important pledge of healthy, comfortable and sustainable humanistic objective for urban enviroment. In allusion to the problem urgent to solve in recent creation, the article summarizes the humanistic design concept and strategy for serried region of high-rise building, from the analysis of the building noumenon, space, interior and exterior enviroment in urban"serried-core". The strategies are form creation strategies which cultivate formal individuality in the relationship with urban enviroment, and conform urban context in the relationship with restrictive factors; space creation strategies which creat humanistic space and site by attempering architectural space and urban space, and call for humanistic scalc and inspirit by the combination of architectural space and urban function; enviroment creation stategies which create sustainable physical enviroment based on steady urban zoology, and construct poetic humanistic enviroment during the course of compound urbar enviroment.

针对目前创作中亟待解决的问题，着重从城市"簇群核"的形式、空间、环境及其主要载体——高层建筑等方面深刻解析，鲜明提出了在城市大背景中高层建筑密集区的人性化创作观念和策略，论证了在与形式制约因素的关联中系统整合城市文脉、在与城市人文环境的互动中努力培育形式个性的形式创作策略；在建筑空间与城市空间的互参调度中创作人性空间和场所、在建筑空间与城市功能的有效结合中弘扬人性尺度和精神的空间创作策略；在稳定城市生态的前提下创造持续可居的物理环境、在复合城市环境的过程中营建诗意栖居的人文环境的环境创作策略。

Urban lake landscape is one of the most active areas of the city. Human activity and natural process both impact on the urban lake landscape. Urban lake contains abundant landscape resource and social civilization. Since 1990, reconstruction and renewal of urban lake landscape has been the highlight of city construction with the development of social economy. But many improper designs destroy the natural environment of urban lake, dissever urban historical context, and bring new problems to social economy. This paper emphasizes studying on how to inherit and follow historic context and civil environment by reconstructing and renewing urban lake landscape, combined with current era features to meet the needs of urban sustainable development.

城市湖泊景区是城市中最具有活力的地区之一，是人类活动与自然过程共同作用最为强烈的地带之一，城市湖泊蕴涵着丰富的景观资源，凝聚着丰厚的地域人文精神。1990年以来，随着社会经济的发展，城市湖泊景观建设成为城市建设热点，但很多不当的设计不但给城市湖泊的自然生态环境造成很大破坏，割裂地域历史文脉，而且带来了新的社会经济问题。

This dissertation summarized the supervisal to admininstrative action and the system of urban planning, analysed the actuality and shortage of supervisal to administrative action in administrant sysem of urban planning, and studied the overseas experience of supervisal to administrative action of urban planning. Based on these works, the dissertation brought four advices about how to consummate the mechanism of supervisal to administrative action of urban planning: The first is consummate the public participance system, protect the exertion of public rights about participateon advicee and superviseial, intensify the public supervisal and advance supervisal of urban planning. The second is consummate the democratic decision-making system, intensify the supervisal of the course of urban planning"s decision-making. The third is constitute the regulation of surveillant, intensify the administrative level"s supervisal of urban planning. The fourth is onstitute the regulation of went behind responsibility, intensify the ex post facto supervisal of urban planning.

本文通过对我国行政法制监督和城市规划体系进行概述，对城市规划行政法制监督机制建设的现状、不足进行分析，研究国外行政法制监督制度情况和可借鉴的经验做法，围绕完善城市规划的行政法制监督机制，提出从四个方面对规划监督法规体系加以完善：一是完善城市规划公示制度，保证公众对规划的参与权、建议权和监督权，做好规划管理的事前监督；二是完善城市规划决策机制，加强对规划决策过程中的监督；三是完善上级政府对下级政府规划规划管理的层级监督机制，通过派驻规划督察员加强规划管理事前、事中监督；四是建立城市规划违法违纪行政责任追究制度，通过严格的问责，加强事后监督。

To achieve these goals, the following actions must be taken.First,the vertical and horizontal connection of city planning must be strengthened;balance be made between market system and local governments in allocating materials;cooperating systems between city governments be intensified;in order to guarantee the balance between internal structures of urban systems.Second,the stability of agricultural production and provisionment must be guaranteed;rural integration be accelerated;system of land transfer be reformed;rural citizens be given equal status in participating urban development and sharing the fruit of urban development;in order to guarantee the balance between rural and urban development.Third,supervision of upper governments must be strengthened;the "personal rationality" of local governments(the choice of short-term benefits for local area) be restrained and local governments be stimulated to bring into play "collective rationality"; scientific development patterns in active improvement of urban quality and steady enlargement of urban size be insisted;in order to guarantee the balance between urban and economic development,and the balance between improvement of urban quality and enlargement of urban size.Last but not the least,considering the crucial status of urban social development in deciding the socialist direction of urbanization of our country,it\'s essential that social development be made a political responsibility of local governments in order to guarantee the balance between the social and economic development of cities.

为此，应当加强城市规划的纵向与横向衔接，平衡市场机制与地方政府这两只手的资源配置功能，强化地方政府问的合作机制，确保城市体系内在结构的均衡；保证农业生产稳定与粮食供应，加快农村整合，改革土地流转制度，确立农民参与城镇发展的平等地位，合理分享城镇发展成果，实施拖腿扩门并举战略，确保农村发展与城镇发展的均衡；加强上级政府监管，抑制各级地方政府的&个人理性&，促使其更多地发挥出&集体理性&，坚持积极提升城市质量、稳妥扩张城市规模的科学发展模式，确保城市发展与经济发展、城市质量提升与规模扩张的均衡；城市社会发展事关我国城镇化的社会主义方向，要把社会发展作为地方政府无可旁贷的政治责任，才能确保城市社会发展与经济发展的均衡。

The article starts with the basic conception of urban feature, makes contrast analysis with relevant fields of urban landscape, urban ecology, urban geography, urban aesthesis, clarifies the study subject and field of urban feature, relates the study with the specialty of urban feature study contents, and based on the probe of urban feature's characteristics of obscurity, certainty and duality of culture and form, puts forward with systematic analysis the conceptions of urban feature hiding factor, urban feature surfacing factor, urban feature core, urban feature mark, space structure core and times core, and sets up urban feature database.
