提出了建设项目环境监理的概念，初步建立了适合于我国公路基本建设程序的组织机构体系；探讨了公路施工期环境监理实施技术方法体系，包括技术手段、经济手段，公众参与手段、现场管理手段等；并对公路建设项目施工期环境监理量化进行了研究，构建了一系列环境监理控制指标；结合路基工程、路面工程、桥涵工程、隧道工程、绿化工程、环保单项工程等施工过程中环境监理的实施，为将来制定公路施工期环境监理实施细则，或编写环境监理规范提供基础资料。

Should it be found necessary for the Contractor to move one or more loads of Constructional Plant,machinery or pre一constructed units or parts of units of work over part of a highway or bridge,the moving whereof is likely to damage any highway or bridge unless special protection or strengthening is carried out,then the Contractor shall before moving the load on to such highway or bridge give notice to the Engineer or Engineers Representative of the weight and other particulars of the load to be moved and his proposals for protecting or strengthening the said highway or bridge.
