In this thesis, I use useful experience and research results both from the predecessors of foreign countries and China for reference, besides I combined media literacy with the current educational situation and the students' characters in high middle schools of China. On this basis, I summarize three aspects of media literacy as follows: lectures on special subjects; subjects interfusion of media literacy education; educational activities by parents under the direction of schools.

本文在借鉴国外及我国前人研究的基础上，结合我国高中教育状况和高中生特点，提出了高中生媒介素养教育三个方面的内容：学校媒介素养专题教育的内容；学校媒介素养教育的学科渗透的内容；学校指导家庭媒介素养教育的内容，并对各个方面的内容进行了分析和阐述。

Researcher who held the post of the media literacy lecture for the past three years, discover through the interaction with the teacher who join the seminar or the teaching team who need the counseling, it's not easily to implement media literacy in the school, lay in the teacher to be insufficient regarding the media elementary knowledge, causes to be unable independently to design the teaching activity, however in the market although had few publications to be allowed to instruct the media literacy teaching, but in the teaching activity often needed to use the massive media model, those had to collect by the teacher voluntarily, moreover most of these curricula taken the independent teaching, didn't intergrade and coordinated with the existing curriculum, therefore could have the problem in the teaching time.

研究者以三年来担任媒体素养研习讲师，与参加研习的教师和寻求辅导的教学团队互动的经验中发现，不易在教学现场实践媒体素养教育的原因，在於教师个人对於媒体的知识基模不足，以致於无法自行设计教学活动，而坊间虽有极少数的出版品指导媒体素养教学，但教学活动中往往需要用到大量媒体范例，必须靠教师自行搜集，而且这些课程多采独立教学，并非配合现有学科进行融入教学，所以会有教学时间的困难。

The creation point of this article is: first, it broke the traditional idea that peasant workers are common village labor force and human resources. It comprehends the knowledge of human capital economics and the city peasant workers, pointing that peasant workers is the most important part in country human capital, is an extremely important question in fully building well-off society. Second, we calculated the peasant workers\' human capital revenue rate by using Mincer model. Thirdly, we point out that country human capital is the new developing region in China economy, enriched the theory of village economy, labor economy, human biology economy, human resource and human capital economy.

本文的创新点在于：一是首次将明瑟模型中计算人力资本收益率的方法应用到城市农民工当中，计算了城市农民工人力资本收益率；二是突破了农民工只是一般农村劳动力和人力资源的传统观念，将人力资本经济学内容同城市农民工相结合，提出城市农民工人力资本转化存在的可能性以及如何促成其完成该转化，提出了农民工是乡城人力资本的重要组成部分，而农民工人力资本转化是我国实现从人口大国到人力资源大国进而到人力资本大国的关键之所在；三提出了农民工人力资本是我国经济发展的新增长阈的新观点，丰富了农业与农村经济、劳动经济、人口生态经济、人力资源与人力资本经济等学科的理论。
