The content of this thesis contains the overview of the waste incinerator site selection problems and multi-criteria decision making theory, the development of a flamework for multi-criteria siting selection process, the establishment of evaluation factors, the completement of an expert decision support system for a waste incinerator site selection model, and the empirical application of a real world waste incinerator site selection existing in Taichung City.Keywords : NIMBY Facility、 Expert Decision Support System、 Combinatorial Optimization Mathematical Programming Models、 Multi-criteria Decision Analysis、 Analytic Hierarchy?Process 、Multi - attribute Utility Function MAUF

先以区位可行性筛选方式进行分析，并结合数学规划模式与多属性效用评估方法进行垃圾焚化厂区位选择之多准则评估作业；（3）评估项目阶层架构之研拟，并由专家问卷获得评估因子权重值及评估指标操作定义，以进一步建构专家知识库；（4）建立一焚化厂区位选择专家决策支援系统，以辅助规划及决策人员进行垃圾焚化厂区位选择之方案评估作业；（5）最后针对台中市设置垃圾焚化厂设施的区位选择问题进行本专家决策支援系统之操作。

With the analysis of the small gas distributed energy-supplying system, the criteria and method to conduct the optimized configuration and evaluation of energy supplying system are studied. And the influence of the factors such as the load calculation for the system design, the selection of the unit groups, and the establishment of the energy-storing facilities etc. on optimized configuration and operation of small gas distributed energy-supplying system is discussed emphatically. The completer benefit evaluation system is formed for the small gas distributed energy-supplying system. The corresponding evaluation software is developed.

通过对采用天然气的小型分布式供能系统的分析，研究了对该供能系统进行优化配置和评估的原则与方法；著重讨论了系统设计负荷的计算、机组的选择、蓄能装置的设置等因素对小型天然气分布式供能系统优化配置与运行的影响，并形成了一套相对完整的、对小型天然气分布式供能系统进行效益评估的体系，进而设计出了相应的评估软件。

In order to evaluate the methodology, this research implemented an HL7-based prototypal standardization system focused on laboratory information system. We also evaluated the performance about the effect of the prototypal system, the result shown the extra effective delaying time per transaction were less than 20%, the total effective delaying time were only 6.21%.

为了评估本论文所提方法，本研究更进一步设计以HL7标准为整合基础的检验资讯标准化雏形系统，由於该系统须与检验资讯系统紧密结合，因此本研究并进行效能影响评估，评估结果证实本系统对於检验资讯系统运作的额外延迟时间在随机评估上不超过20%，循序操作总延迟时间比率更仅有6.21%。

The model has the following features: 1 The security information provided by the assessment result is more dependable because of the consideration of some main uncertain factors; 2 The improved analytic method of power system DSR and the dynamic equivalent technologies are applied to reduce the computing time and to make the model more practical; 3 Step-up assessment strategy is adopted in order to balance the precision and computing time requirements; 4 Decompounding of system insecurity indexes to each system component, or to each generator and consumer, and the visualization of assessment results, will help the operators to understand the security status of the power system more clearly; 5 The assessment results can be beneficial to the preventive control in traditional power systems and the security pricing in power market environments.

模型具有如下特点： 1由于综合考虑了一些不确定因素对系统安全性的影响，使得评估结果更加可靠； 2采用求解电力系统动态安全域的改进解析法，结合动态降维技术，大大减少了动态安全域的计算时间，使得模型比较实用； 3采取逐步递进的评估策略，以适应计算精度和计算时间要求； 4可定量分解出各元件或各发电与用户对系统不安全的贡献，配以形象直观的评估结果显示，使操作人员清楚了解系统的安全状况； 5评估结果在传统电力系统可帮助制定预防控制措施，在电力市场可用于安全性定价。

I was calculated , analysed and compared of their differences both CASBEE and EEWH Green Building Assessment System.
