Upon completion of this course, the student should be able to: distinguish between reliability and safety and critically read accident reports, perform a hazard analysis on a computer-based system, write requirements for a safety-critical system and trace safety constraints to design, work with human factors experts in the design of safe human-computer interaction, apply the principles of safe design to both systems and software, critique and evaluate a system design for safety, and design a process for building a safety-critical system.

通过完成这门课程，学生能够：区别可靠性和安全性，精读意外事件报告，运行一个以电脑为基础的系统的危险分析，写出一个安全危急系统的必备条件，并通过追踪安全限制，与人类因素专家合作设计安全的人机交互，在系统和软体中应用安全设计理论，评估一个设计系统的安全性和设计一个建立安全危急系统的步骤。

The modeling and simulation technology already have the ability of description and display from local system to the whole, from physics system to complex system, from actuality to the future, and this technology can play a divinable, demonstrative, validation and evaluated role on system model obtained from structuring system's different level and models of different aim and development, betterment and betterment of all kinds of systems.

建模与仿真技术已经具备从系统局部到整体、从物理系统到复杂系统、从现状到未来的描述能力及模型演示能力，对系统不同层次、不同目的模型的结构化组织获得的系统模型，对各种系统的建设发展、改进与变革可以起到预测、演示、验证和评估的作用，建立有效的知识管理与变革管理机制，实现复杂系统进化的可靠、有效和平稳过渡。

At the beginning of the paper, a literature review on the domestic and abroad researches of Container Terminal logistics system is provided introducing some computer simulating model technology apply case on Container Terminal logistics system on the domestic and abroad; secondly this article introduce the element and characteristics of Container Terminal operation system ,specially operation flow , controlling principle (including gate testing principle, ship controlling principle , quay operating principle , yard I/O operating principle , yard running system),followed by quality evaluating index and empiristic formulas of Container Terminal .

本文首先回顾了国内外集装箱码头物流系统的研究动态，介绍了国内外计算机仿真技术在集装箱码头物流系统仿真中的应用情况，然后介绍了集装箱码头作业系统的组成和特点，以及其装卸工艺、作业流程、操作原则(包括大门检查箱作业原则、船舶调度管理原则、码头前沿操作原则、堆场存取箱作业管理原则、堆场管理系统)，接着介绍集装箱码头系统的性能评价指标和码头通过能力经验公式及出入口车道数计算，并结合天津港集装箱码头物流系统的特点，系统地介绍了天津港集装箱码头的基本组成、布局、装卸工艺、作业流程后，评估了集装箱码头物流系统的相关性能指标，并结合实际码头的历史数据，介绍一些相关的经验公式。

In the paper, a comparatively scientific, systematic and rationale performance evaluation system in service-oriented government is put forward, which would provide academic reference for government reform and construction of service-oriented government, present new views and new angle for the research on government performance evaluation theories. It is benefit for richening the theories to perfect the practice of performance evaluation, and supporting the constructing of harmonious society of socialism, and put the conception of scientific development into effect all round.

本文的研究提出了较为科学、系统、合理的服务型政府绩效评估体系，为推进我国政府管理体制改革和服务型政府建设提供理论参考，为推进我国政府体制改革与政府绩效评估的理论研究提供新的视角和观点，有利于为我国政府绩效评估实践的完善及其推进提供必要的理论储备，从而为建设社会主义和谐社会、全面贯彻和落实科学发展观与正确的政绩观，提供必要的政府配套改革支持。

In view of lacking effective estimate method and estimate method during the Implement of software company , this paper use the experien ce of CECA National Informatization Evaluation Center for referen ce , establish the model of the Planning Manage System Implement , propose the evaluation index of the Planning Manage System Implement .

针对软件公司在实施过程中缺乏系统有效的评估方法和手段的状况，本文借鉴了国家信息化测评中心的企业信息化指标方案，从软件公司的角度出发，建立了计划管理实施项目绩效评估模型，提出了计划管理绩效评估的指标。

Combined system simulation with optimal control, selected a typical water cooled primary/secondary chilled water system, used the research achievements of Annex 30 in IEA for the reference, this work firstly presents both the basic component models and the control system component models. Secondly gives the main models for parameter identification and experiment validation. Finally a dynamic digital simulator is set up using TRNSYS as the platform to substitute a real system to test and evaluate some kinds of online optimal supervisory control strategies after giving some essential data file input and finishing all the PID controllers'tuning.

本文将空调系统的仿真模拟与优化控制相结合，首先选择比较典型的水冷式二级泵集中空调系统，在国际能源组织IEA第30子课题Annex 30多年研究成果的基础上，建立了系统各设备的部件模型和控制系统部件模型，对主要模型参数的辨识方法进行分析，同时对其准确性给予验证；在此基础上，建立了以TRNSYS为仿真平台的集中空调水系统数字仿真器；通过必备数据文件的输入和对所有下位机控制回路PID参数的调试，最终完成可用于评估各种上位机优化控制方案的空调水系统数字仿真器。

In this paper,based on consulation to tens of bridge experts and a vast amount of investigation and study,expert knowledge on bridge assessment is obtained. A new concept-damage value is put forward to measure bridge damage,and fuzzy theory is used to create comprehensive fuzzy system to assess bridge service property. The set up of an expert system for bridge assessment is tried as well.

本文在对数10位桥梁专家的咨询以及大量的调查研究基础之上，收集整理了桥梁评估专家知识，提出用损伤度来度量桥梁结构或构件的损伤程度，并采用模糊数学原理，建立了桥梁使用性能的模糊综合评估体系，并探索建立了桥梁评估的专家系统。

为了满足对福建液化天然气站线10万t级液化天然气船舶码头工程通航安全评估需求，就通航安全评估工作中的船舶操纵模拟器运用、船舶运动数学模型的建立、电子海图和码头CAD数据转换及叠加、虚拟通航环境生成、评估仿真模拟试验方案的设计与实施以及船舶航迹带生成系统等关键技术问题进行简要的论述。
