Article 81 The President of the People's Republic of China receives foreign diplomatic representatives on behalf of the People's Republic of Chin a and, in pursuance of the decisions of the Standing Committee of the National People's Congress, appoints or recalls plenipotentiary representatives abroad , and ratifies or abrogates treaties and important agreements concluded with f oreign states.
