文中的核心部分是对中外开发性金融机构运行机制的比较，分别从发展历程、经营机制、风险控制机制、外部环境和组织制度等五个方面进行比较分析，提出中外开发性金融机构在运行机制上具有的共性在于：促进本国经济的发展和产业结构的升级；综合型经营模式和机构商业化趋势渐浓，且仍兼营一些政策性业务；业务向多元化发展，保持合理的盈利水平；积极进行金融创新；建立了有效的风险防范机制。
