If the monthly wage of an employee is higher than three times the average monthly wage of employees declared by the people's government at the level of municipality directly under the central government or at the level of a districted city where the employer is located, the rate for the economic compensations to be paid to him shall be three times the average monthly wage of employees and shall be for no more than 12 years of his work.

Article 10 Where the analysis results of food safety risk monitoring show that there may be any hidden food safety risk, the health administrative department of the people's government of a province, autonomous region or municipality directly under the Central Government shall timely notify the people's governments at the districted city level and at the county level within its administrative region and the health administrative departments thereof about the relevant information.

第十条 食品安全风险监测分析结果表明可能存在食品安全隐患的，省、自治区、直辖市人民政府卫生行政部门应当及时将相关信息通报本行政区域设区的市级和县级人民政府及其卫生行政部门。

After the health administrative department of the State Council releases any food safety risk warning information or after receiving the food safety risk monitoring information in a notification made by the health administrative department of the province, autonomous region or municipality directly under the Central Government of the place where it is located in accordance with Article 10 of this Regulation, the people's government at the districted city or county shall promptly organize the health administrative department, agriculture administrative department, quality supervision department, industry and commerce administrative department and food and drug supervision and administration department at the same level to take pertinent measures to prevent the occurrences of food safety accidents.

在国务院卫生行政部门公布食品安全风险警示信息，或者接到所在地省、自治区、直辖市人民政府卫生行政部门依照本条例第十条规定通报的食品安全风险监测信息后，设区的市级和县级人民政府应当立即组织本级卫生行政、农业行政、质量监督、工商行政管理、食品药品监督管理部门采取有针对性的措施，防止发生食品安全事故。

The administrative department of work safety under the people's government of province, autonomous region or municipality directly under the Central Government shall guide and supervise the safety licensing for construction projects within its own administrative region, determine and announce the scope of construction projects other than those prescribed in the preceding paragraph for which the said department or the administrative department of work safety under the people's government of districted city is responsible for implementing the safety licensing according to relevant laws, regulations and the decisions of the State Council, and report the said scope to the SAWS for archival purpose.

省、自治区、直辖市人民政府安全生产监督管理部门指导、监督本行政区域建设项目的安全许可工作，根据有关法律、法规和国务院的决定，确定和公布本部门和设区的市级人民政府安全生产监督管理部门负责实施的前款规定以外的建设项目范围，并报安全监管总局备案。

Article 9 The enterprises that are required to formulate statistic reports on state-owned assets shall include the state-owned and state controlling enterprises both at home and abroad that have legal person qualifications, independent accounting systems and are able to formulate complete accounting statements, for which the people's governments of the provinces, the autonomous region, the municipalities directly under the Central Government, and the people's governments at the level of the districted cities or the autonomous prefectures shall exercise the functions of investors.

第九条 应当编制国有资产统计报告的企业包括：由国务院，省、自治区、直辖市人民政府，设区的市、自治州级人民政府履行出资人职责的具有法人资格、独立核算、能够编制完整会计报表的境内外国有及国有控股企业。
