This paper aimed to carry on exploring research on basic modes and implementation of fiscal management informatization. Based on literature research and investigation, it summarized the present conditions and problems of fiscal management informatization both inside and outside of China especially deeply researched the implementation means and business line of the two modes—TCP mode and ACB mode. At the same time, it gave some comments on the several modes.

本文对财政管理信息化的基本模式与实施进行了探索性研究，在文献研究和调研的基础上，总结了国内外财政管理信息化的现状并提出给我国的启示，笔者尤其对财政管理信息化的两种模式即国库集中支付模式和会计集中核算模式的运作方式、业务流程进行了深入探讨并对各种模式给出评价。

The paper is divided into three parts: firstly,the thesis analyzes the actuality of urbanization and the mode of municipalitycomprehensively, pointing out the clue relations between them. Secondly, the thesismakes comparative study of advantages and disadvantages of three modes ofmunicipality and points out these patterns are reflection of different stages in the courseof urbanization. Thirdly, the thesis introduces the foreign advanced experiences andbring the answer to perfect the currently mode of municipality depend on the directionof urbanization. At last the thesis takes the first step to discuss the new modes ofmunicipality.

文章从三部分入手进行分析，首先全面分析了农村城市化的进程和市镇建制的现状，揭示两者之间的必然联系，然后对当前三种设市模式的利弊进行了对比研究，指出这些设市模式是农村城市化在不同发展阶段的具体反映，接下来借鉴国外设市模式的经验，针对今后农村城市化的趋势提出了如何完善现有设市模式，并对新的设市模式进行了初步探讨。

This study is to give a solution for the estimation of flash point for mixtures, the necessity for classification of flammable liquids. The traditional models for predicting flash point of mixtures usually by the activity coefficient approach. However, the parameters of activity coefficient were regressed from phase equilibrium data in the literatures. If there is no such parameter in literatures for the desired mixture, the model cannot predict the flash point oft hat mixture. Thus, this research aims at the improvement of deficiency of the flash point prediction models in the literatures by useing UNIFAC (Universal Quasi-chemical Functional Group Activity Coefficient) equation, Dortmund-UNIFAC equation and Lyngby-UNIFAC equation. In this study, we were aim at the prediction model for miscible mixtures.From the result, it is suggested to use different type of UNIFAC equation to estimast activivity coefficient in the predition of flash point for different mixture type.

易燃液体分类的主要依据参数为闪火点值，因此本研究目的为解决易燃液体中混合物分类时所面临到的闪火点值缺乏的问题，而在过去文献中所提出的闪火点预测模式会使用到活性系数，但这些模式使用到的活性系数均需要相平衡的数据以回归其所需参数，若所欲估算闪火点的混合溶液文献上未有相关参数，则无法有效利用闪火点预测模式估算其闪火点，因此针对文献中现有闪火点预测模式的缺点，利用描述液体混合物活性系数UNIFAC (Universal Quasi-chemical Functional Group Activity Coefficient)方程式、Dortmund-UNIFAC方程式和 Lyngby-UNIFAC方程式，建立发展一闪火点预测模式，而本研究以互溶溶液为对象。

利用中国科学院大气物理研究所研制的短期气候距平数值预测系统，种版本的大气环流模式：AGCM 1.1和AGCM 1.2，分别以2月11～19日的9天大气观测值为初始场，以给定海温为边界场，对1980～1994年的15年的降水异常进行了两组集合后报试验。对试验结果进行定量评估表明：IAP PSSCA对降水异常具有一定的预测能力，特别是在中国东部受东亚季风及海温异常影响的地区，IAP PSSCA具有较高的预报技巧，其中以东南区域(包括江淮流域和华南地区)最高，尤其是对有洪涝灾害的降水异常年，距平相关系数在0.50左右，接近可供业务使用的要求，说明模式能够抓住在东亚季风区存在的某种物理机制，从而提高了这一地区的预报技巧；另外，两个大气环流模式相比，改进了地表反照率的AGCM 1.2的15年集合平均预测技巧略高于AGCM 1.1，特别是在华北地区，预测效果有明显提高，这表明改进地表反照率从而改进了模式的气候平均态的模拟，能提高气候模式的预测能力，说明较好的陆面过程引入模式对短期气候预测是有益的。

By comprehending the correlative knowledge of the organization characteristic for Wintelism, this paper has systematically explains the content of the conception, characteristic and hypostases of Wintelism, and then totally expounded its industrial organization pattern and domino effect. Comparing with the traditional pattern of Fordism and TPS, it expatiate the industrial competitive advantage of Wintelism, based on which the paper analyses the condition to optimize our automobile industrial organization. And then it systematically researches on the rule, the route-choosing, the realization mode and the actualization measure. So the conclusion is lastly formed that the best optimization to our automobile industry is the oligarch structure of Wintelism.

本文通过对温特模式的产业组织特点等相关知识的梳理，系统地阐述了温特模式的概念、特点和本质等内容，全面分析了其产业组织方式和产业经济效应；通过对我国汽车产业的现状分析，利用产业组织理论的&SCP范式&对我国汽车产业的市场结构、市场行为和市场绩效进行深入剖析；通过与传统的&福特模式&和&丰田模式&的纵向比较分析，阐述了温特模式的产业竞争优势，基于此，对我国汽车产业组织优化的条件进行分析，系统地研究了产业组织优化的原则、路径选择、实现方式和实施措施，并最后得出了我国汽车产业组织优化的最佳路径就是温特模式的寡占结构的结论。

Based on classifies of the Electronic Business modes, this article deeply studies about four types of tax structures for operating models, studies the prominent problems of traditional collection management mode in business e-commerce and individual e-commerce through positive analysis. At the same time, it researches the countermeasure about business or individual Electronic Business taxation collection management from tax theory, tax policy, tax system, and tax practice, finds the modern tax collection management mode in the Electronic Business environment. The further way, to make the theories more feasible, effective and scientific, it proofreads the new collection management mode through the social investigations, puts forward the corresponding policies and rules which demanded by the Electronic Business taxation collection management mode.

本文在对电子商务环境下的税收理论进行研究的基础上，综述了国内外电子商务税收征管研究成果，针对我国电子商务的发展，对电子商务业务模式进行了分类，深入剖析了四种主要业务模式的税收结构，并以此为切入点，通过实证分析，系统地研究了传统征管模式在企业和个人两大类型的电子商务活动中所存在的税收征管突出问题，同时从税收理论、政策、制度和实践等方面，探究了企业和个人电子商务的税收征管对策，建立了电子商务环境下的税收征管模式；在此基础上，通过社会问卷调查，进一步校正新的征管模式，使其具有可行性、有效性和科学性，进而提出了电子商务的税收征管模式所要求的配套政策和法律。
