Upon completion of this course, the student should be able to: distinguish between reliability and safety and critically read accident reports, perform a hazard analysis on a computer-based system, write requirements for a safety-critical system and trace safety constraints to design, work with human factors experts in the design of safe human-computer interaction, apply the principles of safe design to both systems and software, critique and evaluate a system design for safety, and design a process for building a safety-critical system.

通过完成这门课程，学生能够：区别可靠性和安全性，精读意外事件报告，运行一个以电脑为基础的系统的危险分析，写出一个安全危急系统的必备条件，并通过追踪安全限制，与人类因素专家合作设计安全的人机交互，在系统和软体中应用安全设计理论，评估一个设计系统的安全性和设计一个建立安全危急系统的步骤。

The safety and accident principle, basic proposition in safety subject, and the macro/micro reasons of accident were described and explained, followed with the definitions of the qualitative and quantitative analysis methods of a group of basic concepts in safety subject, such as danger, safety, accident, hidden peril, hazard, safety management, and risk assessment.

阐释了安全与事故原理、安全学科的基本命题及事故的宏观与微观成因，并给出了安全学科中的基本概念群，包括危险、安全、事故、隐患、危险源、风险评价、安全管理等定性及定量描述方法的定义。

The influence factors are divided into endogenous and exogenous source according to the process control factors. The endogenous source includes: the level of materials safety, the level of adminicle use safety, the level of environmental hygiene management and the level of processing technology safety management.The exogenous source includes the level of national supervision, the level of consumer food safety consciousness and the level of agricultural product processing development. Every aspect includes various factors.

把影响加工农产品质量安全的因素，按管理程控制因素分为内生警源和外生警源，其中内生警源分为加工原料安全水平、加工辅料使用安全水平、加工环境卫生管理水平和加工技术安全管理水平，外生警源分为国家监管全水平、消费者食品安全意识水平和农产品加工业发展水平，每一方面的因素都包含多方面的子因素。

In this paper, the demand and measure of security for the internet tax payment system in our work have been introduced. The investigation and analysis of the real security in the internet tax payment system reveal that the secure risks are mostly from damages of software and hardware, malice code, virus attack, error operation of legitimate user, attack and destruct of malice assaulter and hacker.

本文以作者的实际工作为基础，对网上报税系统的安全需求及已采取的安全措施进行了简要介绍，通过对网上报税系统安全现状的调查和分析，了解到其安全威胁主要来自系统的软硬件故障、恶意代码和病毒的攻击、合法用户的误操作、恶意攻击者或黑客利用系统的安全漏洞及管理上的漏洞进行恶意攻击和破坏等几方面。

Through the autocriticism of our legislation and the lucubrating of the advanced legislation of the developed country, this article rise the precautionary principle, control principle, intervention principle, in principle, and responsibility principle as the basic principles of our biosafety legislation. Then improve our biosafety legislation system under the guidance of these principles.

首先，应当制定一部《生物安全法》作为框架性的生物安全管理法律；其次，制定各领域的生物安全专项管理法律，或对原有的有关法律进行补充；再次，提出制定转基因生物环境影响和安全评价、生物技术成果越境转移管理、转基因生物标签管理等方面的法律、法规，应对目前生物安全的主要问题，并对生物技术损害法律责任的承担和纠纷处理程序立法提出建议；最后，指出其他部门立法中有关生物安全方面应当进行的修改，包括知识产权法中的基因专利方面，民法中有关基因隐私权方面，刑法中的基因犯罪方面，等等。
