本文依据BANT网络计划技术的研究成果，从网络曲线模型和数学模型及网络系统功能三个方面阐述了网络层次结构理论及其与结构符号网络理论的内在联系，指出它是项目管理软件开发的基础理论；依据BANT BCWP1.0软件，从项目管理软件的开发平台和网络相容辨识两个方面介绍了网络层次结构理论在BANT项目管理软件开发实践中的应用。
