The article point out the threats of Bonded Port and Zone's challenge, the challenge of Guangxi Zhuang Nation Autonomy Zone, bonded zone policy weakening after China joined the WTO, the menace of China-ASEAN Free Trade Area. This paper drew a feasible development strategic for Haikou Free Trade Zone move to Macun Port. It define strategic target emphases and processes.
