Firstly, the government should rethink the basic mission of higher education in view of the underlying and further social benefit. Secondly, for the purpose of preventing the abuse of the university, the relation between the government and the university should been constructed with the principle of contract spirit. Thirdly, the government should be responsible for the financial support considering the public welfare of higher education. Fourthly, the government should overcome the market failure and promote the equal opportunity in higher education. Finally, the government should carry out effective means to balance the scale of higher education, to increase the quality of higher education, and to achieve unisonous development of higher education.The view point that facts and value are unified in the problem of development has been expressed in this dissertation.

具体内容包括：首先，政府要从社会的根本的、长远的利益出发，重新思考高等教育的基本使命；其次，必须以契约精神重构政府与大学之关系，防止大学被滥用；再次，政府应从高等教育的公益性出发，对高等教育承担更多的财政责任：再其次，政府要努力克服市场失灵，促进高等教育机会均等；最后，必须采取有效手段，合理调节高等教育规模，提高增长的质量，实现高等教育的协调发展。

高等职业技术教育是一种特殊类型的高等教育，是近年来国家大力推行的一种高等教育形式，它以生产或工作一线从事生产技术和经济管理的高级专业人才为培养目标，实施的具有高等教育理论知识和高级技术技能的职业技术教育和技术教育。

Higher Na and Mg distributed in bulliform cell than in mesophyllcell and bundle sheath cell of heavy salt meadow reed, higher K, Ca and Cl distributedin its mesophyll cell. This paper discussed the distribution conditions of theabove five ions in leaf cell of the four reed ecotypes and the meaning ofphysiological adaptation to habitat in detail.

There are four chapters in this article. The first chapter introduced the essence of the educational policy and why the educational policy should use educational equity as the kernel value tendency. The second chapter analyzed educational equity in Martin Trows theory about mass higher education and in Coleman and Husen's researches, and then constructed the analytical framework of China's higher educational policies on educational equity. The third chapter analyzed higher education cost-recovery policy and higher education enrollment expansion, reviewed them from equal enrollment opportunity, equal proportion of participating in higher education in every state and equal quality of higher education. The fourth chapter analyzed the factor of influence China's higher education policies realizing educational equity and advanced the suggestions of policies from idea transformation, construction by law, policy improvement.

本文分为四个部分，第一部分主要介绍政策的本质以及教育政策为什么要以教育公平为其核心的价值取向；第二部分主要是理论分析，借鉴马丁·特罗高等教育大众化理论中的教育公平观和科尔曼、胡森等人的教育公平观，构建起我国高等教育政策公平性分析的理论框架；第三部分则是实证分析，主要是对我国的高校收费政策和高校扩招政策进行分析，从入学机会均等、各个阶层参与高等教育的人数比例均等以及人们接受的高等教育均平等三个方面进行考察；第四部分分析影响我国高等教育政策实现公平的内外部因素，并从理念变革、法治建设以及政策改进等方面提出相关的政策建议。

In the light of the research of the development of Thailand higher education, we can conclude the experiences to the use of reference for our higher educations development. At first, the relationship of higher education's westernizing and higher education's being indigenous is handled very well. Secondly, the dominant function of market is increasing. Thirdly, the imbalance of the higher education, including the imbalance of quantity and quality; the imbalance of the regions and the disjoint of higher education and development of society and economic. Finally , the disjoint of the development of the higher education and the elementary education.

根据对泰国高等教育发展现状的研究，我们可以总结出泰国高等教育发展的经验和存在的问题有：一、西化与本土化的关系处理得很好；二、市场主导作用的增加；三、发展不平衡，具体表现为：数量与质量发展不平衡、地区发展不平衡及与经济发展相脱节；四、高等教育与初等教育发展相脱节。

With regards to the learning motive of music, after excluding the pretest influence, it is the finding of the study that the students belonging to the experimentation group score higher in the areas of "Total score","Internal goal orientation","Work value","Controlled belief","Expectation to succeed" and "Test on anxiety" than the control group, amongst which "Work value" reaches significant difference on the measurement chart; of all the students scoring high on "Selective attention" during pretest, the experimentation group scores higher than the control group on posttest scores; regarding the students with lower pretest scores, the control group performs better than the experimentation group; of the students with higher pretest scores on "Discrete attention", the posttest scores of experimentation group are higher than those of the control group; regarding students with lower pretest scores, the control group performs better than the experimentation group; on "Sustained attention", the posttest scores of the experimentation group are higher than those of the control group; on the "Total score" of multidimensional attention measurement, the posttest scores of the experimentation group are higher than those of the control group.
