It constructs a tentative frame of theories and policies of industrial clusters. It analyzes industrial clusters mechanism and policies. The research outspreads nine parts. The first part states the background, thepurpose and the present situation of the industrial clusters and development zone.Chapter2 summarizes the theory of development zone, which includes itsconnotation, forms and the process of development zone, and then analyzes thetheory and practices of development zone abroad, finding the gap between Chinaand other developed countries and regions. In chapter 3, based on study of presentresearch, this paper discusses competitive advantages and inherent mechanism, putsforward to the necessity of research of industry cluster in hi-tech zones and pointsout that the industry cluster is the key that Hi-tech zones carry out the seconddevelopment In Chapter4, this paper discusses the possibility and their mutualmotivation between industry cluster and development zone from the view ofIndustrial Ecologization, game theory and industrial structure theory; based onanalysis of Chapter3 and Chapter4,the next two chapters underlines thedevelopment mood and mechanism of industrial cluster in developmentzone,besides,these chapters points out the role of government in this mood. InChapter7, this paper discusses the system of evaluation of the performance ofdevelopment zones. At last, based on the analysis above and the present situation ofOptical Valley in Wuhan, Hubei province, the author estimates the performance ofoptical industrial clusters in Optical Valley, and puts forward to the advices about thegovernment, the mood and the policies of optical industrial clusters in OpticalValley.

全文研究从以下八个部分展开：首先，在文章的第一部分，论述了关于本篇论文的研究背景、研究目的和国内外研究的理论与实践现状；第二部分主要阐述了关于开发区的理论，包括其内涵、表现形式和发展历程，并对国外开发区的理论和实践予以论述，由此对比出国内外开发区发展的差距，从中找出国内高新科技园区的不足和先进发展模式的经验——即发展产业集群；第三章产业集群的基本理论，在对现有理论成果作了梳理工作之后，着重分析其竞争优势和内在机理，为开发区发展模式中引入此概念的必要性埋下伏笔；在探讨了开发区内大力发展产业集群的必要性以后，第四部分着重研究其可行性及其互动机制，包括从产业生态学的角度、博弈论的角度、产业组织理论的角度等，为开发区内的产业集群发展的优势进一步展开；在完成了对其必要性和可行性探讨的基础上，在本文的第五和第六部分分别研究了我国开发区产业集群的发展模式和运行机制，以及政府在当中应当扮演的角色，并提出适当的制度建议；第七章给出了开发区产业集群的评价体系，并在此基础上，第八章结合武汉光谷高新技术开发区的现状作出实证分析，对区内产业集群发展情况作出评价，并对其具体发展模式、政府行为及政策建议作出建议。

The strata in this section cover three lithostratigraphic units, seven conodont zones, five ammonoid zones and three bivalve zones. Two normal and two reversed magnetic polarity zones as well as the cyclic sequences corresponding to the Milankovitch climate periods driven by the Earth's orbit are well recognized in the lower part of the section.

This paper deals with and summarizes the research and importance of ductile shear zones and presents the future direction and aim for the research of the ductile shear zones around the world. Four aspects of studies of the ductile shear zones have been proposed in this paper as follows:(1) The stress environment including the mineral assemblages, deformation, stress-shearing parameters;(2) The major element sequence and activation under condition of stress;(3) The variations of trace elements and REE, their transportation distributions under strong natural deformation as well as variations of mineral crystal parameters, which can also control the element changes during the ductile deformation;(4) The relationship between element migrations, activation and stress, which will present the new evidences for the studies of dynamic diagenesis and mineralization as well as the studies of evolution of ductile shear zones developed in middle and low levels.(5) The analysis of elements and isotopes in mylonites on the micro-scale are crucial for the understanding of component migrations during the mylonization.

对韧性剪切带及其变形岩石的研究现状和研究意义进行系统的综述，提出了未来韧性剪切带及其糜棱岩的研究方向和目标：①系统研究糜棱岩中主要造岩矿物组合及其变形特征，计算剪切变形岩石的应力－应变参数，搞清韧性剪切带所处的应力应变环境；②系统研究韧性剪切带岩石在天然分强剪切应力作用条件下常量元素迁移机制及活化转移的应力排序问题；③系统研究剪切变形作用过程中岩石化学组成的微量和稀土元素变化，讨论强变形条件下岩石中微量元素活化和迁移规律，深入探讨微量元素迁移的动力控制，包括稀土元素配分变化的应力制约以及应变矿物晶格化学变化行为及其对其寄主的变形岩石元素在应变过程中迁移变化的制约和影响；④从理论上探讨天然强剪切应变条件下岩石中组分活化、转移与应力的因果联系，为深入探讨韧性剪切带动力成岩作用提供理论的科学依据，为探讨中、下地壳中韧性剪切带的形成和演化提供科学依据，同时为韧性剪切变形作用条件下成岩、成矿地球化学作用提供理论和实验依据；⑤现代分析技术如激光同位素原位分析以及激光ICP-MASS分析技术对研究变形域内的岩石的元素和同位素的活化迁移规律，对深刻揭示糜棱岩化过程中的元素活化迁移机制提供更高质量的地球化学证据具有重要的作用。

This study analysised the condition of Xinjiang's petroleum resource and made an evaluation and it points out that the development of petroleum and natural gas of Xinjiang is still in the developing period in which it aims at discovering the petrol field and increasing its reserves.Although it has a great exploring potential,because of its geograghy limitation and a lack of exploring funds,the exploring level is till low,even lower than the everage level of the whole country. The study is based on theories of industry distributions,its concentration,macroscopic analysis,government regulations and continuing development.From microcosmic and macroscopic aspects,it scientifically and systematically analyses the problems in the development of petroleum industry in Xinjiang.It points that the developments of middle and upper reaches lack a balance and have no rational industry structures.So it is hard to form an integral industry chains.Moreover,the upper reach covers a too much large proportion in the development,so it can not give a strong impetus to other industries.Based it,the paper points the industrial concentration of Petroleum Chemical Products Manufacture of Xinjiang should be enhanced and Input to Petroleum Chemical Products Manufacture of Xinjiang should be increased.Due to a lack of an established fair and competitive market and government's perfect laws and regulations on petroleum industry,it points that the phenomenon of mixed operation has become common in monolopied business and competitive business,so the systems of petroleum industry needs to be restructured.It states clearly that the country should take the development and benefits of Xinjiang's economy into consideration when making strategies for petroleum development .Besides,the allocation of profits between the center and the local should be well arranged so that we can guarantee the profits of Xinjiang ,considered as a resource area.It also reveals that we should not only overcome limitations of resources,environment,economy and technology on continuring development,but also we should deal with some realistic problems well.For instance,contradictions between the concept of limited resource and continuing development,the relationship between petroleum industry's own features and continuing development,the contradictions between the limits on supply of petroleum and the need of future development of continuing resource ,outdated petroleum technology and the need of advanced technology for continuing development,tremendous damages to environment and requirements of environment protection for continuing development and Xinjiang continuing economic development,outdated policy of industry and continuing development,the relationship between continuing development of Xinjiang petroleum industry and continuing economic development of Xinjiang.

本研究以产业布局理论、产业集中度理论、灰关联分析理论、政府规制理论、可持续发展理论为依据，从微观、宏观两个层面，科学、系统、全面地分析新疆石油产业的发展问题，指出：新疆石油天然气目前仍处于油气田发现和增储的主要发展阶段，开发潜力巨大，但由于地质原因及勘探投入的不足，石油天然气探明程度偏低，低于全国平均水平；新疆石油产业产业结构布局不合理、上中下游发展不平衡，难以形成完整的产业链条，对工业的带动力与其本身具有的经济总量很不匹配；新疆石油开采业和石油加工业属于高度寡头垄断的市场类型，新疆石油化工业属于竞争型的市场结构，要想石油产业对新疆经济有较强的带动作用，新疆石油化工业必须上升到一定的层次和规模，在提高规模的基础上，提高新疆化工业的产业集中度；新疆石油加工业和化工业与农业呈现较高的关联度，加大对石油加工业和化工业的投入，对新疆经济的协调发展有着深远的影响；政府要从石油产业本质特征和发展趋势为着眼点，实施规制改革，分开政府规制政策的制定部门和监管部门职能，建立健全石油产业法律法规体系，对垄断性业务和竞争性业务实施分类规制；国家石油发展战略的制定应兼顾新疆区域经济的发展和利益，应切实处理好新疆与中央的利益分配，切实保证新疆作为资源产区合理的资源收益；新疆石油产业要想得以可持续发展，不仅要克服影响可持续发展的资源、环境、经济和技术等客观因素，还要处理好观念、需求、政策等诸多主观因素。
