结合地面屏蔽效果分析和雷击杆塔塔顶情况分析，提出了在安南线采用降低杆塔冲击接地电阻、对部分杆塔塔身安装防雷拉线、加装线路避雷器、在双回路共架杆段采用不平衡绝缘配置等措施来提高安南线耐雷水平的综合方案。使用长效降阻剂，降低杆塔的接地电阻，这是提高线路耐雷水平、降低雷击跳闸率的有效措施。
