These deficiencies are caused by the vacancy of administrative law on hearing procedure, short history of hearing system establishment, distemperedness of public participate procedure.

本文通过对现行价格听证制度的法律规范和价格听证会实践进行分析，揭示我国现行价格听证制度主要存在听证会代表遴选机制不健全、价格听郑重信息不对称、听证笔录和听证纪要对价格决策机制缺乏约束力等缺陷；而这些缺陷是由于我国行政程序法缺位，听证制度建立时间短和公众参与程序基础薄弱等原因造成的。

But a number of defects and deficiencies exist yet in our country"s present administrative hearing system compared to western countries, such as the lack of transparency, the nondependent legal status of the host, the ambiguity of record and the faultiness of the system itself, because it was not a long time since introduced from foreign countries.
