This thesis is divided into three parts.The first part overviews and summarizes the theory of regional multilateral security cooperation. It mainly explains the key concepts such as the regionism, bilateral and multilateral security cooperation, etc. It gives out the different guidelines such as regionism, new regionism, bilateralism and multilateralism, as well as the present patterns such as the single-pole under the leadership of U.S, the regional bilateral and multilateral pattern.

文章分为三部分：第一部分是对地区安全合作理论的总结与梳理，着重分析了地区、安全合作、多边安全合作与双边安全合作等概念；指出了地区安全合作指导理论有：地区主义、新地区主义、多边主义与单边主义；地区安全合作的现有模式有美国主导下的单极模式、地区多边模式和双边模式等。

Against this background, the paper, with the research methods of ethics and economics, and looking into the question from the characteristics of economicality and ethicality, individuality and collectiveness of the mankind, analyzes the ethical connotations of economic cooperation, ponders on the ethical problems which hinder Cooperation, and discusses the solutions to these problems from the perspective of cooperative revenue, cooperative hazard, and cooperative trust, in an attempt to promote trust, reduce cooperative trust, and gain both ethical and economic benefits.

本文正是在这一背景下，主要运用伦理学的原理、并借助经济学的研究方法从人的"经济性"与"道德性"、"个体性"与"群体性"的特点入手，分析了经济合作的道德内涵，思索了困惑合作的道德方面的难题，并从合作利益、合作风险、合作信任等方面对问题的解决进行探讨，力图能够增进信任、降低合作成本，实现经济与道德的双重收益。

Asia-pacific is the catching-up area in regional economic cooperation. However, it has developed dramatically since 1980s and formed several subregional economic cooperation organizations with unbalanced condition. It has found the way of regional cooperation in Asia.

亚太地区是区域经济合作的后发地区，但是八十年代以来亚大区域经济合作发展很快，形成了多个以次区域跨国合作的不对称性区域经济合作组织，走出了一条"区域化的亚洲解决途径"。

Grices Politeness principle and his conversational implicature describes that people usually obey this principle, but sometimes they violate it in communication. At the same time, it tells us how to infer the implicature in conversation. But it has not explained why people violate the principle deliberately. The Politeness principle explains the cases that people violate the Cooperative principle are for the purpose of politeness. The Relevance principle was put forward from a cognitive angle and it is a complement to the Cooperative principle.

Grice的合作原则及其会话含义描述了人们在言语交际中对合作的遵守和违反，以及会话含义的推导，但未解释人们既然要遵守合作原则，为何又要故意违反合作原则；Leech认为人们违反合作原则是出于礼貌，在此基础上他提出了礼貌原则，目的是为了弥补合作原则的不足；而Sperber和wilson则从认知的角度提出了关联原则，进一步完善了合作原则。

同时，介绍了环东海地区的经济合作模式，另外，还分析了环东海地区经济合作的现状、特点及产生的效果等相关问题，并以环东海地区的中国吉林省、俄罗斯滨海边疆区、韩国江原道为重点提出了一些合作设想，主张在这三个地区间率先建立起经济合作共同体，以此进一步带动整个东北亚地区的经济合作。
