The author did a simple survey of retrieving literature by using keywords as "information literacy" and "information quality" on Science and Technology Periodicals Inventory of Chinese from 1989 to 2006, there were 1691 topics for "information literacy" and 1796 topics for "information quality". But if "Western" was subjoin to keywords, there were only 6 topics fetched, and 4 of them studied the middle school students' information leteracy.

Essentially, this paper shows that the findability"s degree of network information resource and the satisfaction of user"s information need are two sides of one contradiction. The key of resolving the problem is not only the traditional information organization facing the network information resource itself but also needing the intelligence workers to consider users and the interactive between "World III" and "World II" more. To extend the fusion technology, the quantitative/qualitative neutrosophic belief assignment and combination rules have been proposed following the connection of DST, DSmT and neutrosophic theory.
