For the problems in developing engineering insurance market, the thesis gives advice on priority of choosing the type of insurance in China, by analyzing main risk in a project, using advanced experience of developed countries, and comparative research. Then, analyze the supervision of engineering insurance, and raise the point of designing the supervising system of it. This can protect its health development. At the same time, compare relative laws in this field in both China and other countries,then give suggestions on juristical problems of carrying out engineering insurance that should be solved immediately. It's the law protection of the system. At last, draw a conclusion at strategy and suggestion of establishing and carrying out the system.

本文针对目前我国建筑工程市场现存的问题，阐述推行工程保险的必要性和紧迫性；针对工程保险市场发展存在的问题，从主要的工程风险分析入手，借鉴国外发达国家的先进经验，在比较研究基础上，提出我国在险种选择和开展优先级别上的建议；在此基础上通过对工程保险监管的分析，提出构建我国工程保险监管制度的构想，从监管的角度为工程保险的发展提供良好的环境；同时再次运用比较的方法，从国内外工程保险相关法律异同分析，提出我国推行工程保险制度待解决的法律问题，为工程保险体系的构建提供法律保障；最后综合提出我国在推行构建工程保险制度的实施策略和建议。

In 1999, the Liaoning provincial important Sci-Tec started a key problem project for the technology of protecting and preventing of dangerous river bank and plain reservoirs. Under the support of this project, this research was carried out for experiment of engineering properties and bank engineering applications of geosynthetics. In order to solve the life and soil retention criteria of geosynthetics problems in bank engineering applications, the indoor tests, in-situ tests, locale antitypes tests and observations, theory analysis, and engineering examples analysis have been performed.

结合堤岸防护工程实际条件，采取室内试验、野外试验、工程现场原型试验或观测以及理论分析和大量工程实例验证分析的方法，对堤岸防护工程中应用的土工合成材料相关工程特性，尤其是老化规律和较大孔径织造布保土性准则，进行了较系统、深入的试验研究；在此基础上，通过典型工程实例及大量工程应用实践总结分析，重点对土工织物软体排、土工模袋、土工膜堤岸防护工程的设计方法和施工技术进行了研究。

The paper is structured as follows: section 1 provides an introduction of practical background, research issues, related notion, research framework, research method and innovation points. Section 2 presents related literature review and comments. Section 3 focuses on the research on the factors of industrial environment and networking backgrounds which influencing dualistic-innovation of clustered firms, and puts forward the hypothesizes; Section 4 is the empirical research that inspect and verify the authenticity of hypothesis proposed in section 3; section 5 concentrates on research on coordination mechanism of dualistic-innovation for clustered firms; section 6 is another empirical research that exam the theoretical derivation of section 4; followed by section 7, the conclusion and suggestion for government policy and further research.

The following is the research frame of this dissertation:Chapter one: Introduce background, research significance, research object, research contents and methods of this dissertation; review the history of clusters theoretical research in detail; dissertate main research dynamic status of domestic and international;Chapter two: Through explain theoretical foundation of cluster research, it defines and demarcates clusters, introduces the concept of private enterprises" cluster on this basis, and summarizes current situation of Quanzhou private enterprises" cluster;Chapter three: Propose the concept of cluster competitiveness, collect and analysis those factors which influence cluster competitiveness, and set up an appraisal system of private enterprises" cluster competitiveness;Chapter four: Define developing stages of private enterprises" cluster with clusters" dominance competitiveness, analysis characteristic and law of private enterprises" cluster in different life cycle, give out strategic countermeasures separately which promote cluster competitiveness in different stage;Chapter five: On the basis chapter three and chapter four, propose what we can use cluster strategic planning to promote Quanzhou cluster competitiveness; and recommend thought of cluster strategic planning;Chapter six: Introduce the case of Quanzhou sports shoes cluster, use competitiveness appraise system and life cycle theory for empirical analysis, and put forward detailed countermeasure that can promote cluster competitiveness;Conclusion: Summarize the research of full dissertation, and point out some weaknesses of this dissertation.

本文的研究框架如下：第一章：介绍本文选题的背景、研究意义、研究对象、内容与方法，并详细论述集群理论研究的历史回顾及当前国内外主要研究动态；第二章：通过阐述产业集群研究的理论基础，定义及界定产业集群，在此基础上引入民营企业产业集群的概念，并归纳总结了泉州市民营企业产业集群的现状；第三章：提出产业集群竞争力的概念，对影响集群竞争力的因素进行分析，初步建立一套民营企业产业集群竞争力的评价体系；第四章：应用集群显性竞争力来界定民营企业产业集群发展的生命周期阶段，并分析民营企业产业集群在各个不同生命周期阶段呈现的特征及规律，分别给出在不同阶段提升集群竞争力的战略对策；第五章：在第三、四章的基础上提出应用产业集群战略规划来提升泉州民营企业产业集群的竞争力，并介绍了集群战略规划的思路；第六章：引入泉州运动鞋产业集群的案例，应用本文构建的集群竞争力评价体系及生命周期理论进行实证分析，并提出提升该集群竞争力的详细对策；结论：总结全文的研究，并指出本论文研究的一些不足之处。
