China introduced TQM at the end of 1970s to improve the quality of its industry product but did not make enough progress because the project was impelled by the administration. Since the year of 2000s, monopoly in Chinese seed industry has been broken down and the market is growing rapidly, seed company are facing serious competition both from the inner and the outer so it is in urgent need of improving seed quality and competitive power. Under such conditions, this paper made a study on the feasibility of improving the seed quality and management level of Chinese seed industry by introducing TQM, and hope the research conclusion will be useful to the development of Chinese seed industry.
