Fact-describing, value-analysing and theory-interpreting the rules, theories and practices of NGOs' participation in WTO disputes settlement as " amicus curiae ", this article puts forward some possible pathways, institutional arrangements and contextual settings to resolve this problem, and further points out its meaning for the development and trends of international economic law theory and practice.
