本文作者从公共部门的经济职能入手，分析了公共支出规模扩张的原因以及公共支出最优规模的确定；然后又从已实行国库集中支付制国家的具体操作过程中，得出一些对我国国库改革有益的经验；文章介绍了我国预算管理体制改革的历程，从中可以看出实施国库集中支付制度的必要性，接着阐明了该项制度在我国的现行基本操作程序、我国推行国库集中支付制度的时机分析等一系列与该制度相关的内容；作者根据我国国情和资金的使用性质分别提出了中央对一级预算单位、二级预算单位以及财政直接支付、财政授权支付的四种资金拨付方式，文中还建议在成立国库银行后，实行在全国范围内更有效的单一资金拨付模式；文章接着分析了该制度的实施效果评价，并对国库集中支付制度的实施提出了政策建议；笔者最后将理论用于具体的实际中，针对现在高校一方面存在资金管理问题，另一方面又对在高校内实施国库集中支付制度持消极态度，提出将资金的使用拨付权留在高校，但需要成立资金管理委员会，在高校内部实行类似于全国范围内的国库集中支付制度的模式。

The basic approach of protecting people from being hurt or killed in an accident is to improve crashworthiness of vehicles. This paper starts with discussing theories and methods for vehicle passive safety design, which included experiential methods, analytic methods, multi-body dynamics methods, crash test methods and the finite element method. Emphasis will be paid to the basic FEM theories and algorithms of impact problems. Topics discussed include the governing equation, element discretization, hourglass control, time integration, material model, shell element algorithms and contact-impact algorithms. For more reliable simulation results, this paper then conducts study on how to accurately get material model parameters by combining the FEM method with experimental method, and develops relevant material test machine and parameter calculating software. Based on that, basic typical impact simulation and test validation study are conducted. On the basis of the above work, the paper studies the thin-shell structures'crashworthiness, which was affected by the following factors: spot-weld features, shell thickness, cross-section and pre-deformation. As to vehicle parts'crashworthiness, the paper conducts simulation study of designing energy-absorbing steering system and adaptive airbag system. A practical energy-absorbing steering wheel is designed as an example. In further depth research, the paper suggests several inverse quantificational methods for vehicle crashworthiness design based on the ideal crash characteristics. The above theories and methods are applied with good results through several practical vehicles' crashworthiness design and improvement.

Four basic processes are analyzed in detail in network security decision,which are the base of NSDSS security decision. Then, developing strategies and methods are analyzed according to the objective and task of the system. Antetype method with RAD speciality is chosen to lead the developing process of the system. The structure of "Four-Base and Seven-System" of NSDSS is decided, based on which, the Function and Structure of Man-Machine Conversation system, General Management system, Data Base system, Model and Method Base system, knowledge base system, Causing and solving problems system are discussed. The basic theories and methods of each part are discussed. In the designing process of Model Base System, detailed analysis is given to the models of prediction, evaluation and management in the course of security decision. Moreover, basic process and method are discussed on question generation and solution. Then, detailed explanation is provided on the integration and implement of the system. After that, it is suggested that implement of the system should be carried through the process of the system.

Chapter one and chapter two analyse the basis theory and give a whole design plan and expatiate the basic exoterica of system inculding primary technology for application. It involves the basic control theory of satellite antenna and analyse for the whole function. Chapter three gives the hardware design which includes hardware etlectrocircuit structure, principle chart, selecting all kinds of parts of the apparatus , the sensor elements and the design of serial communication electrocircuit etc. Chapter four and chapter five introduce software design for the SCM and the personal computer, giving mainly design theory and material program which includ the design of searching for the satellite and searching for the high-point and the program development by Delphi on PC, explaining the basic principium of asynchronous serial communication for epigyny computer and hypogyny computer.
