Based on the successful experience of the western countries and the current situation in China,the author put forward a new point of view,i.e. to set up the Independent Supervisor System for Public-listed Companies with Chinese Characteristics and the Compensation Incentive Mechanism for Independent Supervisor in China.

笔者在借鉴西方国家成熟市场经验的基础上，结合我国的国情，针对现行的独立董事制度存在的不足，提出建立具有中国特色的包含监事会职能的上市公司独立董监事制度，并在此基础上建立科学的独立董监事薪酬激励机制。

At first, in this paper the national and international literature of team and team motivation is summarized. Secondly, based on the analysis of theoretical scientific research personnel and team, the teamwork motivation model is built, and it is achieved that teamwork improves the team output. Later,we lead the reputation that is regarded inexplicit incentive into the scientific research personnel"s utility function, establish a model of their reward, analyze the parameter of reputation"s effect to factor in the contract. After that, it analyses traditional training object selection and whole training object selection among the scientific research team to draw the conclusion that the traditional training object selection has obvious limitations and the whole training has evident advantages. In the end, based on the theoretical study of the psychological contract, we can obtain the effective paths of forming psychological contract among the scientific research team.

本文首先对团队和团队激励方面国内外的文献进行了详尽的综述；其次，在对科研人员及科研团队理论分析的基础上，建立了适合科研团队激励机制的基于团队合作的激励模型，得出成员间互相合作将提高科研团队的产出；然后，将声誉效应和职业生涯时间引入科研团队成员报酬契约，建立了科研团队成员的报酬激励模型，分析声誉系数和职业生涯时间对契约中各要素的影响；接着，通过博弈论知识分析了科研团队培训对象选拔制度，得出以下结论：传统培训对象选拔制度在以团队为主的组织中存在着明显的局限性，全员培训制度具有明显的优势；最后，在对心理契约理论研究的基础上，得出了缔结科研团队心理契约的途径。

So, establishing the evaluation and framework of Regional indigenous innovation capability and analyzing the relationship between the formal measurement and other regional development quality is becoming an important and practical task. A conceptual model of regional indigenous innovation capability is set up based on the all kinds of capability development theory from macro perspective and focusing on reform and open policy in China. Through the concrete evaluation of regional indigenous innovation capability, we propose the research hypothesis of relationship between regional economic development quality and regional indigenous innovation capability. In reference of new development theory, the measurable analysis model is set up to further multi-level demonstration and draws corresponding conclusion and policy.

本文在总结目前各种宏观层次上能力发展理论包括国家技术能力、国家创新能力、社会能力、国家吸收能力等的基础上，针对我国改革开放以来的发展实际，建立了我国各地区自主创新能力评价的概念模型，对各地区自主创新能力进行了具体评价，提出了其与地区经济增长质量关系的研究假设；在此基础上，参考新经济增长理论有关成果，建立了分析地区自主创新能力和经济增长质量关系的计量模型，并进行了多层次逐步推进以及考虑主解释变量内生性问题的实证研究，得到了相应的结论和政策启示。

It includes : the legislate need consummate ; the execution existed mistaken areas and need to regulate orientation ; the supervision mechanism is monotonous and nerveless .

但建立在人类中心主义伦理观基础上的传统法律制度与建立在现代伦理观基础上的环境标志制度必然存在着现实和理论上的冲突，包括：立法上需要完善；执法上存在误区，需要调整方向；监督管理机制单调而无力等。

The study establishes the compression of models and algorithms for vector graphics data on different basis, including on the basis of vector graphic factors of B spline curves in predecessors research; on the basis of rectangle graphic factors in main axis mode; on the basis of the application of Hough transform to polygonal line, ellipse and circle, so the study improves the models and algorithms of compression for vector graphic data.The compression for vector graphic data mainly studies the data of storing graphic factors.

本文研究的内容是：根据对以往各种曲线矢量数据压缩模型与算法的研究，建立了基于B样条的曲线矢量图形要素的数据压缩模型和算法；在前人研究的基础上，建立基于主轴模式的矩形图形要素的数据压缩模型和算法；本文作者将Hough变换应用到折线、圆及椭圆图形要素的矢量数据压缩上，在此基础上改进了基于Hough变换的折线、圆及椭圆图形要素的数据压缩模型和算法。

The main research content is: Using the experimental of cutting force and roughness of high speed face milling cutter and high speed end milling cutter mill aluminium alloy and cast iron, analyze the rules of the high speed milling velocity, feed rate per tooth, milling depth and milling width to high speed processing. Use multiple linear regression method, set up surface roughness and the cutting force fluctuation models. Certify the regression model notability, and provide a reliable guarantee for the accuracy of function optimization. Based on the targets of productivity, manufacturing cost, surface roughness, cutting force fluctuation optimization model, according to research of the high speed milling parameters selecting restrict of work piece, machine, tool and safety, set up high speed milling parameters multi-object optimization system.

本文以已有的高速铣削机理及高速刀具技术研究成果为基础，结合高速铣削试验，进行了基于遗传算法的高速铣削参数优化研究与系统开发，主要的研究内容为：通过高速面铣刀和高速立铣刀加工铝合金和铸铁等材料的切削力和表面粗糙度试验，进行了铣削速度、每齿进给量、铣削深度和铣削宽度对高速铣削加工过程影响的研究；采用多元线形回归的方法，建立了切削力及其振幅和表面粗糙度模型，并对模型的显著性进行验证，为高速铣削参数优化模型的建立奠定了基础。

In this research, a distributed architechture of Steer-By-Wire system and its control strategies have been provided to realize the "appropriate steer" and "right road sense", a experimental platform of Steer-By-Wire system has been built and the control circuit with FlexRay bus and CAN bus on the base of MC9S12XF has been designed.
