Article 1 These Measures are formulated in accordance with the "Meteorology Law of the People's Republic of China" with a view to protecting meteorological sounding environments and facilities, ensuring the smooth carry-out of the meteorological sounding work, guaranteeing the representability, accuracy and comparability of the meteorological sounding information obtained, improving the capacities of monitoring climate changes, the accuracy of meteorological forecast and the level of meteorological services, so as to provide reliable safeguard for national economy and people's lives.

针对目前国内外VTS系统中暴露出的薄弱点，以及应用实践中表现出的不足本文对综合信息处理与显示系统做了进一步的研究和完善，取得了以下的研究成果： 1、电子海图显示系统中鹰眼图的功能设置与实现； 2、设计一种简易的选图算法，通过该算法实现可在海图放大、缩小时的自动选图； 3、电子海图上自动录取区的实现； 4、实现对雷达和AIS目标数据及其误差的软件仿真； 5、船舶自动识别系统中动态信息与雷达动态信息的数据融合处理； 6、利用数据融合技术解决雷达目标跟踪方面的问题； 7、海图空间信息中显示区域裁减算法的设计，该模块的实现大幅度提高了海图的显示速度。

After validating the good agreement between simulated results and observed ones, the planar hydrodynamic flow of this ocean area is analysed in detail. Then co-tidal and co-range chart of each main tide is drew based on the computational result. It can be found that each co-tidal and co-range chart that is based on the simulated result is suitable to the co-tidal and co-range chart that is deduced from autoptical data, besides, the modle co-tidal and co-range chart can perfect the co-tidal and co-range chart from autoptical data where autoptical data is too hard to get .

在这之后，使用MIKE21水动力模块建立起浙江近海海域潮波模型，在模型潮位、潮流流速流向验证均合理的基础上，分析了计算得到的二维水动力流场，最后将模拟结果绘制出浙江近海M2、S2、N2、K1、O1主要分潮的同潮时图，并将其与实测同潮时图比较，发现各分潮等振幅线及同潮时线相同或相近值的等值线位置及走势基本一致，而且模拟得到的同潮时图对实测资料覆盖不到的海区做了适当补充。
