de jure：权利上的

根据已有的文献资料,我们可以发现有两种形式的标准化:事实上的(de facto)和权利上的(de jure). 事实上的标准化是自发产生的,经常源于市场的调节过程. 而权利上的标准化通常是由行政治理手段产生,并由权威机构强制执行.
