This article emphasizes that as the basic principle of international law,the three principles: principle of national sovereignty; principle of international cooperation; principle of pacta sunt servanda are theory base and dependence of the international law, and the Convention Against Corruption is the embodiment of the above-mentioned three principles. Convention Against Corruption requests that the convention-attendingcountries must obey the national sovereignty principle, carry out convention obligations strictly, develop international cooperation of exhibition extensively,make native lawmaking and practice according with the regulations of convention and exert the convention efficently to fight against corruption commonly.

本文着重阐述国家主权原则、国际合作原则、条约必须遵守原则作为国际法基本原则是国际法的理论基础和制定依据，《反腐公约》是上述三个基本原则的体现，其要求各缔约国遵守国家主权原则，广泛开展国际合作，严格履行条约义务，并按照该公约要求使本国立法及实践与公约规定保持一致，有效地利用公约共同打击腐败。
